People Muscatine Power and Water identified as affected by its January 2024 data incident have until October 26, 2026 to submit a settlement claim. The proposed $525,000 class action settlement offers separate payments for certain expenses, fraud losses and time spent dealing with the incident.

Who may qualify

The class covers people Muscatine identified as affected by the data incident, including everyone sent a breach notice. The lawsuit alleges that files accessed during the cyberattack may have contained names, Social Security numbers and other personal information. Muscatine denies wrongdoing, and the Court has not decided which side is right.

Available benefits

Eligible class members may request one or more of these benefits:

  • Up to $500 for documented out-of-pocket costs tied to the incident, such as credit-monitoring fees, identity-document replacement costs or postage used to contact banks.
  • Up to $5,000 for documented identity-theft or fraud losses probably caused by the incident, after efforts to prevent or recover the loss.
  • Up to $100 for as many as five hours spent responding to the incident, paid at $20 per hour.

Expenses already reimbursed by someone else cannot be claimed again. The expense and extraordinary-loss options require supporting proof such as receipts. The time-spent section asks claimants to select the number of hours and briefly describe what they did; it does not require supporting documents.

How to file

Claims may be submitted through the official settlement website, mailed to the administrator or emailed as an image of the completed form. Online and emailed claims must arrive by October 26, 2026, and mailed forms must be postmarked by that date. The form asks for contact information, the selected benefits, a payment method and a signed statement that the information is true.

The settlement fund will first pay Court-approved fees, costs, administration expenses and a proposed service award. Approved claims will be paid from what remains. If the Court grants final approval, payments will be distributed only after any appeals are resolved. The final approval hearing is scheduled for December 17, 2026 at 9:00 a.m. Central Time by Zoom.
